GENERAL ADMINISTRATIVE ORDER No.: 2019-12 Civil no contact orders, orders of protection, stalking no contact orders; sealing of petitions and certain orders


Pursuant to Sections 5, 10, and 15 of Public Act 101-255 (eff. Jan. 1, 2020),

IT IS HEREBY ORDERED that, effective January 1, 2020, the following court filings and
orders shall be sealed and not be made available to the public by the circuit clerk until the filing
or order has been served on the respondent:

1. petitions filed and orders entered pursuant to the Civil No Contact Order Act,
740 ILCS 22/101, et seq.;

2. petitions filed and emergency orders entered pursuant to the Illinois Domestic Violence
Act of 1986, 750 ILCS 60/101, et seq.; and

3. petitions filed and emergency orders entered pursuant to the Stalking No Contact Order
Act, 740 ILCS 21/1, et seq.;

IT IS FURTHER ORDERED that this order applies to the petitions and orders enumerated
above, regardless of the administrative unit of the court in which the petition is filed or the order
is entered;

IT IS FURTHER ORDERED that, for purposes of this order, "publicly available" means a
petition or order has been served on the respondent when an affidavit of service on the
respondent, a return of service on the respondent, or other proof of service, as defined in
Ill. S. Ct. R. 12 (eff. July 1, 2017), has been filed with the circuit clerk; and

IT IS FURTHER ORDERED that nothing in this order shall prevent the circuit clerk from
providing copies of the above petitions and orders, before service on the respondent and without
a court order, to the following:

1. petitioner in the case
2. counsel of record for either party in the case
3. Cook County state's attorney.
