GENERAL ADMINISTRATIVE ORDER No.: 2018-03 Wendy E. Jarvis
Wendy E. Jarvis has stated her intent to do serious or deadly physical harm to the Hon.
Regina A. Scannicchio as evidenced by the alleged transcript of SMS text messages attached
hereto as Exhibit A.
Ms. Jarvis is also a party in various civil and criminal cases including the following:
Jarvis v. Stegmeyer, 16 04 30250 (dissolution of marriage)
Jarvis v. Stegmeyer, 18 OP 40041 (order of protection)
People v. Jarvis, 18110636901 (threaten a public official)
People v. Jarvis, 18 CR 0129301 (child abduction: l) intentional violation of a valid
court order granting sole or joint custody, care, or possession to another by
concealing or detaining the child or removing the child from the jurisdiction of the
court; 2) intentional violation of a court order prohibiting the person from concealing
or detaining the child or removing the child from the jurisdiction of the court.
Based on the aforementioned description of Ms. Jarvis's conduct and her pending
cases, it is the judgment of the Executive Committee that reasonable and necessary security
measures be put in place for the safety and security of court personnel and for the orderly
administration of justice.
Therefore, to ensure a safe and secure environment in all courthouse facilities of the
circuit court of Cook County, the fair and orderly administration of justice and the judicial
process, and the safety and well-being of all judges, attorneys, litigants, witnesses, and court
personnel, and the Executive Committee of the court having reviewed the above
information and having been fully advised in the premises, and on the recommendation of
the Executive Committee,
IT IS HEREBY ORDERED that:
1. Unless she is scheduled to appear in a proceeding in which she is a party, Wendy E.
Jarvis, of 950 I W. l 40th Ct., # 106, Orland Park. Illinois, 60462, is prohibited entry to
any and all facilities of the circuit court of Cook County without the prior written
permission of the Executive Committee of the circuit court of Cook County.
2. To obtain permission to enter a court facility other than for scheduled court dates, Ms. Jarvis
must petition the Executive Committee by letter addressed to Executive Committee, c/o
Chief Judge Timothy C. Evans, Circuit Court of Cook County, 50 West Washington Street,
Room 2600, Richard J. Daley Center, Chicago, Illinois 60602. not less than 14 days before
her proposed visit. In the letter, Ms. Jarvis shall state the purpose of her visit, the date and
time of her proposed visit, and the location of the court facility. Ms. Jarvis will be notified by
mail of the decision of the Executive Committee.
3. In cases in which Ms. Jarvis is a party and is required to be physically present before the
court on a scheduled matter, Ms. Jarvis shall check in with a Cook County Sheriff's deputy
on duty at the entrance to the court facility and inform the deputy of the place and time of the
court proceeding.
4. If the purpose of Ms. Jarvis's proposed visit to the court facility is compliance with a court
order, she shall mail a copy of that order to the Executive Committee, c/o Chief Judge
Timothy C. Evans Circuit Court of Cook County, 50 West Washington Street, Room 2600
Richard J. Daley Center, Chicago, Illinois 60602. The order shall serve as authorization to
enter the court facility as described below.
5. On the date of any permit1ed visit to a court facility, Ms. Jarvis shall report to the Office of
the Cook County Sheriff in that court facility and present the Executive Committee's letter
authorizing her entry or the court order requiring her presence. Ms. Jarvis shall be escorted
by a sheriff's deputy to the approved location, and the sheriff's deputy shall remain with Ms.
Jarvis at all times while she is in the court facility. Upon completion of her approved visit,
Ms. Jarvis shall be escorted out of the court facility by the sheriff's deputy.
6. Nothing in this order shall be construed to affect Ms. Jarvis's ability to defend herself in any
criminal action or to litigate her interests as a party in any civil action.
7. The photograph attached hereto as Exhibit B shall be used by the sheriff of Cook County to
aid in the enforcement of this order.
8. Each judge presiding in a case involving M . Jarvis shall notify the sheriff of Cook
County of the next appearance date for Ms. Jarvis and the sheriff shall assign a
sufficient number of deputies to implement this order on each such appearance date.
9. The sheriff of Cook County shall assign a deputy to any and all courtrooms used by Judge
Scannicchio at all times her court is in session until further order of the court.
IT IS FURTHER ORDERED that the circuit clerk shall create and maintain a file "In
the Matter of Wendy E. Jarvis.'' This file shall serve as a repository for this order as well as any
correspondence or court orders generated as a result of this order and shall be kept in the
administrative office of the Clerk of the Circuit Court of Cook County, Room 1001, Richard J.
Daley Center.
IT IS FURTHER ORDERED that the circuit clerk shall mail a copy of this order
to Ms. Jarvis, at 9501 W. 140th Ct., #106, Orland Park. Illinois, 60462, and because Ms. Jarvis
is scheduled to appear in court as early as Monday, March 26, 2018, the sheriff of Cook County
shall serve a copy of this order personally upon Ms. Jarvis instanter.
