GENERAL ADMINISTRATIVE ORDER No.: 2018-02 Roger Shekar


Roger Shekar has filed numerous cases in the Circuit Court of Cook County. Many of
these cases were dismissed for want of prosecution, lack of merit, or on motions filed by
various defendants.

Mr. Shekar has also been a defendant in various civil cases, including Doshi v.
Shekar, 17 OP 30106 (3d Municipal District). In that case, Mr. Shekar filed multiple motions,
replete with malicious, and scurrilous allegations against Judge Samuel Betar and various other
judges and parties. Additionally , Mr. Shekar has been harassing the husband of a judge via
the judge's personal email account.

Mr. Shekar has mailed numerous "Petitions" or "Motions" to Judge Betar's home.
All of these papers accuse Judge Betar of vicious, willful, criminal conduct. They are
peppered with name calling and a request that Judge Betar be "dragged out of his home in
shackles." One such mailing compares Judge Betar to Saddam Hussein and states that, like
Hussein, Judge Betar should be hung.

Judge Betar has recently received documents from Mr. Shekar that were purportedly
filed in the Illinois and United States Supreme Courts. Additionally, Judge Joel Greenblatt
also received from Mr. Shekar a Notice of Piling of a Supplemental Application to the
Chief Justice of the U.S. Supreme Court. This document was sent to Judge Greenblatt's
home address, and the sender's return address is purported to be that of Hon. John P.
Cronan, Asst. United States Attorney General, Criminal Division.

The above-referenced documents, which are not file-stamped, contain accusations of
criminal acts, due process violations, corruption, bribery, forgery, and "fixing" cases. They
are laden with malicious language and racial slurs, as exemplified by the following words
and phrases used by Mr. Shekar: evil crook extremistjews; terroristjews; child molester
jews; criminal felons; sadist crooks and incarnation of two evils; judicial tyrants that hail
from a violent sect of male chauvinist crooks in Israel; dictators and tyrants will not be able
to get away with their crimes; another society would just hang'em up and high, like Saddam
Hussein. Such menacing and intimidating language has raised safety concerns by and for
these judges.

Based on the aforementioned examples of Mr. Shekar's conduct, it is the judgment
of the Executive Committee that reasonable and necessary security measures be put in place
for the safety and security of court personnel and for the orderly administration of justice.
Therefore, to ensure a safe and secure environment in all courthouse facilities of the
Circuit Court of Cook County, the fair and orderly administration of justice and the judicial
process, and the safety and well-being of all judges, attorneys, litigants, witnesses, and court
personnel, and the Executive Committee of the Court having reviewed the above
information and having been fully advised in the premises, and on the recommendation of
the Executive Committee,

IT IS HEREBY ORDERED that:

1. Unless he is scheduled to appear in a proceeding in which he is a party, Roger
Shekar, of 15 Eagle Court, Streamwood, Illinois 60107, is prohibited entry to any
and all facilities of the circuit court of Cook County without the prior, written
permission of the Executive Committee of the Circuit Court of Cook County.

2. To obtain permission to enter a facility of the circuit court of Cook County, Mr. Shekar
must petition the Executive Committee by letter addressed to Executive Committee, c/o
Chief Judge Timothy C. Evans, Circuit Court of Cook County, 50 West Washington
Street, Room 2600, Richard J. Daley Center, Chicago, Illinois 60602, not less than 14
days before his proposed visit. In the letter, Mr. Shekar shall state the purpose of his visit,
the date and time of his proposed visit, and the location of the court facility. Mr. Shekar
will be notified by mail of the decision of the Executive Committee.

3. If Mr. Shekar seeks leave to proceed in forma pauper is, the Committee will determine if
such leave should be granted. The Committee will deny leave to file any complaint which
is frivolous or merely duplicative of matters already litigated.

4. Any documents proposed to be submitted by, or on behalf of, Mr. Shekar must be sent to
the Executive Committee for approval before filing.

5. If the Executive Committee enters an order denying leave to file the documents, the
circuit clerk shall mail a copy of the order to Mr. Shekar, shall return the documents to
Mr. Shekar.

6. If the Committee enters an order granting leave to file the documents, the circuit clerk
shall file-stamp the documents, place them in the court file, and shall assign any new case
to a judge in accordance with the rules. The clerk shall also mail a copy of the order to
Mr. Shekar.

7. Mr. Shekar's failure to comply with this order may, in the discretion of the Executive
Committee, shall subject him to the penalties for contempt.

8. In cases in which Mr. Shekar is a party and is required to be physically present before the
court on a scheduled matter, Mr. Shekar shall check in with a Cook County Sheriffs
deputy on duty at the entrance to the court facility and inform the deputy of the place and
time of the court proceeding.

9. If the purpose of Mr. Shekar's proposed visit is compliance with a court order, he shall
mail a copy of that order to the Executive Committee, c/o Chief Judge Timothy C. Evans,
Circuit Court of Cook County, 50 West Washington Street, Room 2600, Richard J. Daley
Center, Chicago, Illinois 60602. The order shall serve as authorization to enter the
designated court facility as described below.

10. On the date of any permitted visit, Mr. Shekar shall report to the Office of the Cook
County Sheriff in the facility to be visited and present the Executive Committee's letter
authorizing his entry or the court order requiring his presence. Mr. Shekar shall be
escorted by a sheriffs deputy to the approved location, and the sheriff's deputy shall
remain with Mr. Shekar at all times while he is in the facility. Upon completion of his
approved visit, Mr. Shekar shall be escorted out of the facility by the sheriffs deputy.

11 . Nothing in this order shall be construed to affect Mr. Shekar's ability to defend himself in
any criminal action or to litigate his interests as a party in any civil action.
IT IS FURTHER ORDERED that any password issued to Mr. Shekar for access to
the electronic filing system shall be disabled until further order of the court.
IT IS FURTHER ORDERED that the circuit clerk shall create and maintain a file "In
the Matter of Rajgaran Shekar." This file shall serve as a repository for this order and any
correspondence or court orders generated as a result of this order and shall be kept in the
administrative office of the Clerk of the Circuit Court of Cook County, Room 1001 , Richard J.
Daley Center.

IT IS FURTHER ORDERED that the circuit clerk shall mail a copy of this order
to Mr. Shekar, at 15 Eagle Court, Streamwood, Illinois 60107, and the sheriff of Cook County
shall serve a copy of this order personally upon Mr. Shekar.
