WHEREAS, pursuant to section 3 of the Illinois County Shelter Care and Detention Home Act, 55 ILCS 75/3, a Committee on the Juvenile Temporary Detention Center was established to make recommendations to the chief circuit judge for his selection of an executive director for the Cook County Juvenile Temporary Detention Center,
